Scan a QR code from the portal once and the school's own WhatsApp number becomes the sender, so a parent sees the school calling rather than an unknown short code.
SMS for whoever is not on WhatsApp
Pair a spare Android handset and the same message goes out as an SMS on the school's own SIM, at its own bundle rate rather than a per-message gateway fee. Dual-SIM aware, and it never takes over the phone's default SMS role.
